Impacts of the Retained EU Law (Revocation and Reform) Bill on Wales

Join us for a discussion of the potential impact of the UK Government’s Retained EU Law (REUL) Bill on Wales. (online)

 

The Bill proposes to grant a wide discretion to Ministers to revoke, amend or retain all ‘retained EU law’ and sets a sunset deadline by which all EU law must be considered or revoked in its entirety. The number of environmental laws within scope of the powers to revoke, re-enact or revise has now risen from 570 to 1,781. Not only will the Bill have major implications for environmental law but has been described by the Counsel General for Wales as ‘constitutionally unacceptable’ given the impacts on the powers of Welsh Government. As a result, the Welsh government has recommended the Senedd withhold legislative consent.

Speakers

William Wilson advises companies, governments, regulators and other clients on environmental, energy and climate law, public policy and regulation. He has wide experience working as a senior lawyer within government, private practice and consultancy. He also works on international legislative drafting projects, typically with local counsel and government departments and stakeholders, turning policy into legislation.

Victoria Jenkins is an Associate Professor in the Hillary Rodham Clinton School of Law.  She has been publishing in the field of environmental law for more than 20 years and has a particular interest in the Welsh environment. She is the author of UKELA’s paper on Brexit and Environmental Law in Wales and a report for the Senedd on Common Frameworks for the Sustainable Management of Natural Resources in Wales after Brexit.
