After the interest and success of the last two years' UKELA seminar, we are pleased to be able to offer a further update seminar.  The post-Brexit world is upon us, and will present new challengers for the waste and resources industries. 

This is the third joint seminar UKELA has hosted with ESA and CIWM and opened to their members. We have an exceptional line up of speakers on this key subject which is open to UKELA, ESA and CIWM members.  The seminar is aimed at anyone who deals with waste and resources in a legal, consultancy or technical capacity. The afternoon will provide you with a detailed understanding of the potential impact of Brexit on the UK waste management and export industry.  We look forward to welcoming you along - registration is open from 3pm for 3.30pm start.

Speaker Biographies

Jacob Hayler is the Executive Director at the Environmental Services Association – the UK’s trade association for managers of waste and secondary resources. Jacob joined ESA from the City in 2005 as an Economist focused on helping to develop market-focused policies that combine environmental and economic sustainability. At various points during his time at ESA, Jacob retained responsibility for policy relating to finance, tax, carbon management, contracts and energy from waste.

In January 2015 Jacob was appointed ESA’s Executive Director and he now retains responsibility for the day to day running of the Association. Jacob has represented the industry on multiple government advisory bodies and committees and is the UK’s representative on various pan-European waste and recycling industry bodies.

Angus Evers is an experienced environmental lawyer whose practice covers all aspects of environmental law from contaminated land to waste, climate change, renewables, nuisance, water pollution and asbestos. He also has expertise in related areas such as energy and health & safety. He advises developers and operators of, and investors in, infrastructure, real estate and other businesses on transactional, regulatory and contentious issues, regularly working alongside corporate, real estate, commercial, regulatory, projects and EU/competition teams. He is one of the Co-Chairs of the UK Environmental Law Association’s (UKELA) Brexit Task Force and a former Convenor of UKELA's Waste Working Party.

Antony Buchan is Head of Programme (Resource London), supporting London waste authorities to deliver significant savings and improve performance. He is a waste management professional with 18+ years’ experience in local, regional and national government and the commercial sector.

Duncan Mitchell is currently Head of Environmental Permitting and Liability at Defra, a non-legal role into which he has been seconded from the Environment Agency’s Head Office Legal team.  As well as leading policy development in these areas, he has been extensively involved in preparations for EU Exit and piloted a series of EU Exit-related statutory instruments through Parliament. Duncan’s substantive post is Senior Lawyer in the EA’s environmental permitting and climate change legal team, where he has worked since 2001.  While his work has principally focussed on environmental permitting and industrial emissions, he has covered the full range of environmental regulatory law in a number of roles, including acting as European networking lead on unconventional hydrocarbons, and managing regional and HO legal teams.  Duncan has extensive experience of environmental litigation.  He had sole conduct of the EA’s defence in the landmark cases of R oao Edwards/Pallikaropoulos v EA (including hearings in the CJEU and the Supreme Court) and OSS/SRM v EA.  He was also closely involved in defending a series of statutory appeals against environmental permit conditions by three of the English water and sewerage utilities.  Duncan has acted as a national expert on industrial emissions for the European Commission delivering training workshops for accession states; and he has represented the UK as national expert in working groups on EU ETS, unconventional hydrocarbons and the Environmental Liability Directive.  He has been invited to speak to a variety of national and international gatherings, most recently addressing the UK’s implementation of the Environmental Liability Directive at a conference in Slovenia.  Duncan has published articles in peer-reviewed journals such as Judicial Review.

Laura Tainsh is a partner and Head of Environment & Waste at Davidson Chalmers Stewart LLP. Laura is a Chartered Waste Manager with CIWM, the only solicitor in Scotland to have obtained this accolade, a member of the Scottish Council of CIWM and the Scientific and Technical Committee. Laura is also a Law Society of Scotland Accredited Specialist in Environmental Law, an active member of the Scottish Committee of the UKELA and the management board of Community Resources Scotland Network. More academically, Laura is on the editorial board of the highly regarded Scottish Planning & Environmental Law (SPEL) Journal as well as being a regular contributor to industry and national press, highlighting all aspects of environmental law but particularly issues to do with waste management and policy. Laura has varied and wide-ranging legal experience which covers all environmental issues, with a particular specialism for dealing with the waste and resources sector.
